As part of the planned renovation of a service building in Basel, we were commissioned to independently review the preliminary project documentation for the building services. The objective was to evaluate the content and design of the planning documents and to identify any risks or opportunities for optimization to support the further development of the project.
Our review encompassed heating, ventilation, cooling, sanitation, and electrical systems. We assessed both the technical quality of the concepts and their integration with the existing structure, as well as their alignment with the functional requirements of the building.
In the heating sector, the planned low-temperature system was generally evaluated positively. We recommended that special zones, such as archives and technical rooms, be addressed specifically, and that the control system be adapted accordingly. Supply via the existing district heating network was considered sensible, provided that sufficient capacity reserves and low return temperatures are ensured.
The ventilation concepts were found to meet the requirements for both comfort and energy efficiency. In confined installation situations within the existing building, we recommended closer coordination with the architects. Zoning and system controls should be defined in greater detail in the next project phase, particularly for areas with differing usage requirements.
Free cooling was proposed as a supplementary solution for the cooling supply. This approach was assessed positively with regard to energy consumption and operating costs. The separation of comfort and process cooling is to be refined in the next project phase.
In the area of sanitation, we reviewed the concepts for clarity and functionality. We recommended transparently displaying consumption values per unit of use, defining a comprehensive measurement concept, and verifying sound insulation, particularly in sensitive areas. Early coordination with tenant renovations should also be ensured.
The electrical engineering planning was analyzed with regard to system structure, supply security, and expandability. We suggested including reserves for future requirements in IT, security, and communication systems. Daylight-responsive lighting control was also considered.
Overall, our review demonstrated that the preliminary project provides a solid foundation for the planned conversion. For the upcoming phases, we provided specific recommendations regarding optimization, detailing, and coordination to enable a technically sound and economically viable implementation.
