Inspection report Weinberglistrasse 4, Luzern

As part of the preliminary project «Tribschen 2» in Lucerne, we were commissioned to carry out a technical review of the building services concepts. The review covered the areas of electrical engineering, heating, ventilation, air conditioning, and sanitation, and served as quality assurance prior to completion of the preliminary study phase.

Our review was based on the existing project documentation and included an assessment of the technical design, the plausibility of the concepts, and the specified costs. The aim was to identify opportunities for optimization at an early stage and to create a sound basis for further project development.

In the electrical engineering sector, action was required regarding the submission of the cost estimate. We also recommended proactively considering the charging infrastructure for electric vehicles and updating outdated installation standards to meet current requirements. Regarding construction drying, we highlighted the need to ensure sufficient power reserve in the grid.

The proposed heating concept based on lake energy was generally evaluated positively. However, the planned switching strategy for office and commercial spaces could lead to conflicts of use during the transition period. We therefore recommended developing clear control strategies and clarifying the needs of future users at an early stage.

In terms of ventilation, coordination with other trades in the basement proved particularly challenging. We suggested planning smaller air ducts to comply with clearance height requirements. The indicated costs appeared high and should be further justified in the next project phase. Additionally, we recommended optimizing airflow in the apartments and adapting it to the requirements of winter operation.

In the area of sanitation, the plans were generally considered to be comprehensible. However, we identified ambiguities at the interface with the tenant improvements and in the allocation of costs. The planning for the sprinkler system was incomplete and needs to be further developed in the fire protection concept.

There is also a need for clarification in the planning of temporary installations, from mobile heating to temporary ventilation. Further coordination is necessary, particularly with regard to scheduling dependencies with third parties.

Overall, a solid planning status was confirmed, supplemented by specific recommendations for further processing in the construction project phase. Our findings provide the basis for more precise technical implementation and reliable cost validation.
